Wide range of projects to implement the IT state treaty and Online Access Act

According to the IT state treaty, one of the functions of the German IT Planning Council is to manage "projects and products of governance and administration supported by information and communications technology" (Sect. 1(1), IT state treaty). Projects in this context are initiatives of limited duration that must serve the purpose mentioned in the state treaty. Based on this very general definition, IT Planning Council projects can implement a wide variety of initiatives, ranging from setting up technical systems, to learning platforms to standardisation projects.

The federal government, a state or a consortium of several states or of federal and state governments express their willingness to take a leading role on projects. The IT Planning Council is supported by FITKO in the management of the projects. It has developed a project management model used to collect controlling data that allow the project portfolio to be managed from a political and strategic perspective.
