Binding collaboration towards a common goal
The German IT Planning Council enters into partnerships that support purposeful, binding collaboration between the federal and state governments with regard to the digitalisation of administrative services. Stakeholders who enter into a partnership make a commitment to pursue a shared goal and set out rules for the work they do together.
Current partnerships
eID strategy
In the eID strategy partnership, Germany’s federal and state governments are developing electronic identification procedures for e-government purposes. Their goal is to offer secure procedures on a nationwide basis in order to guarantee identity, authenticity, integrity, confidentiality and traceability (trust services) in electronic transactions carried out by citizens, companies and the administrative sector. The key focus consists of user accounts for identification with respect to digital administrative services.
Portal network
The portal network is designed to allow citizens and companies to use digital administrative services regardless of which administrative portal they initially access. To this end, federal, state and local administrative portals need to be linked together to form an intelligent network in conjunction with user accounts. This partnership between the federal and state governments ensures that the network between the portals is properly coordinated from a technical standpoint.
Blockchain in the administrative sector
Blockchain technology can be a key component in establishing counterfeit-proof digital administrative processes. This project is intended to coordinate the potential use of this technology in federal, state and local administrations and align it with European developments in this area as well.
Green IT
This cooperation group is tasked with the further development of the Green IT strategy of the IT Planning Council as well as supporting and driving the implementation of the measures. The Green IT strategy aims to promote solutions that conserve energy and resources in the IT activities of the federal and state administrations.
Accessibility
Accessibility will have a key role in digital administrative offers going forwards. Standardised, accessible solutions that are suitable for subsequent use in later projects are to be devised and tested in the course of implementing the Online Access Act. This requires an exchange between the federal and state governments, which is taking place in the Accessibility committee.
